TOPIC: ENGINEERING IN KIGALI, RWANDA, AFRICA
SPEAKER: TOM WHEELER, FORMER DIRECTOR OF PUBLIC WORKS/CITY ENGINEER OF RANCHO SANTA MARGARITA
Tom Wheeler, P.E., former Director of Public Works/City Engineer of Rancho Santa Margarita, along with his wife Lori and two children recently spent 14 months in Kigali, the capital city of Rwanda working with the City Government to help with infrastructure development of their City. He helped to train personnel, develop a master plan, and was made the head of the Infrastructure Development Department at the City. He has found the city staff to be hard working and very ethical. The Rwandan people are committed to see their country and their city thrive and improve especially after all they have been through in regards to the genocide 14 years ago. Tom has had an incredible opportunity to influence leaders and to help set up procedures in this fast growing city.
